City of Jelgava

Jelgava is the fourth largest city in Latvia according to the population (65635 inhabitants), situated on the banks of the river Lielupe. Territory of the city – 60,32 km2, of which 10,75 km2 are forests and 1,62 km2 – parks.
Geographical location of Jelgava is very advantageous since it is situated in the centre of Latvia and in the junction of main transit roads. Thus, location and available infrastructure are preconditions for sustainable development of business and of the city in general.

The legislative power is the City Council that consists of 15 councillors, which are elected every 4 years. The executive power is the local government (municipality), which incorporates multiple institutions, establishments and administrative departments.

In the course of the project “Urb.Energy - Energy Efficient and Integrated Urban Development Action” it is planned to inspect dwelling houses and the corresponding nearby territories, and to evaluate technical condition and energo-efficiency in the given houses. Thus, it would be the initial step towards establishing a plan and concept for improving energo-efficiency and living environment in dwelling territories.

Currently a tender for technical inspection and evaluation of possibilities for implementing energo-efficiency measures in 36 multi-storey dwelling houses is open. All these houses have the central heating system installed and heat energy consumption in the previous heating season estimated from 110 to 160 kWh per m2. There are 1300 flats in all these houses altogether. The houses were chosen voluntarily – the owners of the flats had to submit a joint application. From these 36 houses, 11 houses are of 103 series, 7 – of 316 series and 3 – of 104 series.
Currently a programme “Measures for increasing heat stability in multi-storey dwelling houses” is available nationwide. The programme offers the possibility to attract up to 50 per cent of co-financing from ERDF for raising energo-efficiency in buildings. As of now, one house has been registered, yet new applications will be prepared shortly.

The last years were also marked by successful cooperation with the German partners (German federal ministry of Environment, nature protection and nuclear safety) – one house has been renovated completely, thus leading to much lower heating costs (economy around 42 per cent). Currently reconstruction of the second house has been initiated; the total costs are estimated at around 400 000 EUR.
