Housing and Urban Development Agency (HUDA)

Housing and Urban Development Agency (HUDA) is an institution of the Ministry of Environment, which seeks to ensure the proper implementation of programmes and measures defined in Lithuanian Housing Strategy in order to create and develop urban planning concepts, effective housing management and maintenance system, promote effective usage of energy and enhance energy-efficient modernisation of multifamily buildings in Lithuania.

It was established in 2001 as a Housing Agency on the basis of five regional advisory centres, which were created to support homeowners participating in the Energy Efficiency Housing Pilot (EEHP) Project. Since May 2007 Housing Agency expanded up to 10 subdivisions in 10 counties and was renamed as a Housing and Urban Development Agency.

HUDA carries out the following tasks:

  • Prepares and implements programmes foreseen by the Lithuanian Housing Strategy;
  • Provides administration of the Programme for Refurbishment of Multi-Family Buildings;
  • Organises the monitoring of the implemented Programme;
  • Prepares housing maintenance and exploitation programmes and projects seeking to encourage establishment of Home Owners Associations;
  • Participates in the organised home owners meetings and consults on preparation and implementation of the investment projects;
  • Organises seminars, training and public awareness activities in order to encourage the investments into the improvement of the living environment;
  • Administrates the technical support for compensating the expenses received when preparing the investment and technical projects;
  • Administrates the State support provided to low-income families by covering the down-payment and payment of the insurance fee of the loan;
  • Controls the implementation and secures the conformation to the quality requirements of the investment projects when organising the technical supervision of the works;
  • Assists housing administration and maintenance companies, municipalities and other housing sector participants when organising and implementing the requirements of the Programme;
  • Prepares the typical technical documentation for the modernisation of multifamily buildings;
  • Etc.
